Quincy has over 20 years of agricultural expertise within the Natural Resources Conservation Service and advanced training in information technology, He bridges the gap between agriculture and innovation. He holds a bachelor’s degree in agriculture from Prairie View A&M University and a master’s degree in information technology from North Carolina A&T State University.

Herple A. Ellis IV is a retired USDA regulatory and compliance leader and U.S. Army veteran with over 29 years with the USDA in agricultural enforcement, investigations, and food safety oversight. During his federal career, he led complex, multi-state enforcement actions under the Packers & Stockyards Act, supervised investigative teams across 22 states, and worked closely with OGC attorneys to support federal litigation.
He has served 11 years in the U.S. Army Reserves, including service as a Captain and Staff Sergeant, with responsibilities spanning medical operations, food inspection, operational security, and emergency preparedness. His military experience included planning and leading medical service operations, supporting large-scale inspections, and operating in high-compliance, risk-based
environments.
Today, he provides consulting services to agricultural, food, and livestock-related businesses focused on regulatory compliance, investigative readiness, risk mitigation, and operational integrity—delivering practical, clear guidance grounded in real-world federal and military experience.

Dana has over 30 years of technical, operational, fiscal, and administrative experience in the development, delivery, and management of federal commodity inspection and grading services; quality management system auditing, certification, and accreditation programs; and competitive and non-competitive federal grant and cooperative agreement management.
