Desmond has over 24 years of federal experience enforcing the Packers and Stockyards Act, he believes in helping livestock businesses achieve compliance and sustainability through Effulgent Consulting Services. As a former Senior Marketing Specialist and Alabama Resident Agent with USDA’s Packers and Stockyards Division, he has led more than 600 financial and compliance reviews and helped shape national policy initiatives to strengthen industry integrity. 

Today, he provides livestock markets, dealers, and poultry integrators with tailored consulting, audit readiness, and training solutions designed to promote transparency, protect reputations, and ensure long-term success. 

Crystal has more than 35 years of experience enforcing the Packers and Stockyards Act, she brings a wealth of knowledge and leadership to Effulgent Consulting Services. Her background includes extensive work within the livestock market industry, where she has developed a deep understanding of regulatory compliance, market operations, and financial integrity.

 She specializes in conducting comprehensive custodial account audits, analyzing complex data, and delivering clear, and actionable reports that help businesses strengthen compliance and efficiency. Known for her strong communication and presentation skills, she takes pride in helping clients navigate regulations with confidence and transparency. 

 Quincy has over 20 years of agricultural expertise within the Natural Resources Conservation Service and advanced training in information technology, He bridges the gap between agriculture and innovation. He holds a bachelor’s degree in agriculture from Prairie View A&M University and a master’s degree in information technology from North Carolina A&T State University. 

Quincy is the founder of Coleman Digital and Tech Solutions, LLC, he leverages his combined experience in Agri-science and technology to deliver data-driven, efficient, and reliable solutions that empower American farmers and agricultural enterprises. 

Herple A. Ellis IV is a retired USDA regulatory and compliance leader and U.S. Army veteran with over 29 years with the USDA in agricultural enforcement, investigations, and food safety oversight. During his federal career, he led complex, multi-state enforcement actions under the Packers & Stockyards Act, supervised investigative teams across 22 states, and worked closely with OGC attorneys to support federal litigation.

He has served 11 years in the U.S. Army Reserves, including service as a Captain and Staff Sergeant, with responsibilities spanning medical operations, food inspection, operational security, and emergency preparedness. His military experience included planning and leading medical service operations, supporting large-scale inspections, and operating in high-compliance, risk-based

environments.

Today, he provides consulting services to agricultural, food, and livestock-related businesses focused on regulatory compliance, investigative readiness, risk mitigation, and operational integrity—delivering practical, clear guidance grounded in real-world federal and military experience.

Dana has over 30 years of technical, operational, fiscal, and administrative experience in the development, delivery, and management of federal commodity inspection and grading services; quality management system auditing, certification, and accreditation programs; and competitive and non-competitive federal grant and cooperative agreement management.
